Mr. Bell is a Member of Rainey, Kizer, Reviere & Bell, P.L.C., and has been associated with the Firm since receiving his Doctor of Jurisprudence in 1981 from the University of Tennessee College of Law. In law school, Mr. Bell was on Law Review, the president of Phi Alpha Delta legal fraternity, served on the Dean’s Advisory Council, received the Am Jur Award for Civil Procedure II, and was on the Dean’s list. Mr. Bell is the author of “The Tax Consequences of Net Gifts,” Tennessee Law Review, Summer, 1981.

Mr. Bell’s practice focuses in the areas of real estate transactions, trusts and estate planning, probate, business transactions, business formations, commercial loans, and commercial litigation. Mr. Bell is a member of the Firm’s Business Law Practice Group.

In 2007, Mr. Bell worked on more than sixty (60) business transactions totaling over $150 Million, including such transactions as:

  • acquisitions and sales of commercial real property;
  • negotiating and finalizing leases on large commercial and industrial buildings;
  • acquisition and sales of medical practices and healthcare businesses;
  • acquisition and sales of manufacturing facilities;
  • purchases and sales of operating businesses;
  • purchases and sales of such diverse assets as shopping centers, farms, undeveloped commercial real estate, manufacturing facilities, warehouse and distribution centers, and hotels;
  • mergers of partnerships and corporations;
  • new business formations.
In 2007, Mr. Bell worked with approximately 150 clients in estate, financial, and business planning matters, including such engagements as:
  • preparation of wills and trusts;
  • life insurance trusts;
  • revocable living trusts;
  • trusts for gifts to children;
  • family limited partnerships for gifts to family members;
  • trusts qualifying as designated beneficiaries for qualified plans;
  • Phantom stock plans.
In the area of estate administration Mr. Bell was the attorney for the estate or trust of over 25 estates/trusts in 2007 that involved such post-mortem techniques as:
  • dealing with IRS and Tennessee Department of Revenue on valuation disputes;
  • payment of estate tax in installments under Section 6166 and Section 6161;
  • valuation discount for fractional interest ownership;
  • estate tax and GST tax allocation;
  • litigation on spouse’s elective share rights;
  • litigation on termination of trusts and changing of trustees.
In 2007, Mr. Bell was involved in a variety of commercial and estate litigation areas, including cases regarding:
  • enforceability of pre-marital agreements;
  • trust interpretation and construction;
  • UCC Commercial paper disputes;
  • breach of contract and contract construction;
  • enforceability of post-marital agreement;
  • declaratory judgments;
  • spouse's elective share rights in estates.

In 1981 Mr. Bell was admitted to practice by the Supreme Court of Tennessee. He is also admitted to practice in the United States District Court of Tennessee (Western District).

Mr. Bell is a member of the Jackson-Madison County and Tennessee Bar Associations. Currently, Mr. Bell sits on the Board of Directors of the Carl Perkins Exchange Club for the Prevention of Child Abuse and the West Tennessee Council for the Boy Scouts of America. Formerly, Mr. Bell sat on the Board of Directors and Executive Committee of the Jackson Area Chamber of Commerce. Previously, Mr. Bell was the Program Director for St. Luke's Episcopal Church Tutoring Program. He also coached Dixie Youth baseball teams 10 years. In 2005 his Dixie Youth All Star team finished runner up in the State of Tennessee. In 2006 his Dixie Youth All Star team finished fifth in the State of Tennessee.
